Sealed or Electronic bids for Hancock County Utility Authority Solar Energy Efficiency Project will be received by the Hancock County Utility Authority, at 401 Gulfside Street, Waveland, MS 39576 until 2:00 P.M., local time on April 9, 2024, at which time the Bids received will be publicly opened and read aloud.
Scope of Work: The project will be the installation, testing, and interconnection of a new grid-tied solar system at each of three (3) sites. The new solar system will connect into the existing site electrical system via a 480VAC load side connection. The solar array will be installed as a functional ground mount installation utilized for peak shaving and mitigating load. This process will be repeated for (3) separate sites, which will be funded and owned by the same entity.
Bids will be received from a single prime Contractor. Bids shall be on a unit price basis, with additive alternate bid items, if applicable, as indicated in the Bid Form.
The Issuing Office for the Bidding Documents is Brown, Mitchell & Alexander, Inc., 401 Cowan Road, Suite A, Gulfport, MS 39507, on behalf of the Engineer, I.C. Thomasson Associates, Inc. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Monday through Thursday (between the hours of 7:30 A.M. and 5:30 P.M.) and Friday (between the hours of 8:00 A.M. and Noon) and at the office of the Hancock County Utility Authority, 401 Gulfside Street, Waveland, MS 39576. Copies of the Bidding Documents may be obtained from the Issuing Office as described below. Bidding documents are being made available via paper copy or pdf for a charge of $175.00 (hard copy) or $75.00 (CD). Plan holders are required to log-in or register for an account at www.bmaprojects.com to view and order Bidding Documents. All plan holders are required to have a valid email address for registration. The cost for the bidding documents is non-refundable and must be purchased through the website. A Pre-Bid Conference will be held at 2:00 p.m., local time on March 6, 2024 at the Hancock County Utility Authority, at 401 Gulfside Street, Waveland, MS 39576. Attendance at the Pre-Bid Conference is highly encouraged but is not mandatory.
When submitting an electronic bid, the bid must be submitted in “pdf” format and shall contain the same information and forms as required for the paper bids. Electronic bids must be secured with a bid bond. When submitting a bid electronically, the authorized signature shall be an electronic signature or handwritten in blue-ink signature. In the event that an electronically submitted bid has a corrupted attachment, the bid will be considered null and void. When bids are submitted electronically, the requirement for including a certificate of responsibility, or a statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000.00), on the exterior of the bid envelope shall be deemed in compliance by including the same information as an attachment with the electronic bid submittal.
The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda, if any, obtained from sources other than the Issuing Office.
Bid security shall be furnished in accordance with the Instruction to Bidders.
For bids exceeding $50,000.00, Bidder must indicate his Certificate of Responsibility Number on the outside of sealed proposal as required by Mississippi Law. Effective July 1, 2010; Per MS Code 31-3-21(3); any bid submitted by a nonresident contractor which does not include the nonresident contractor’s current state law pertaining to such state’s treatment of nonresident contractors, shall be rejected and not considered for award. If no such law exists in the non-resident contractor’s state, then the non-resident contractor may provide a statement to that effect.
In accordance with the Mississippi State Board of Contractors, in order for a Primary Contractor to bid on and be awarded a construction project valued at $50,000 or more, where 50% or more of the work is classified as Solar and Wind Construction, that Contractor shall have the stand alone Solar and Wind Construction classification that is not covered under any other major classification.
Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, materials or supply needs.
All contracts awarded under this Advertisement will be funded in part by anticipated funds from the Mississippi Department of Environmental Quality (MDEQ) through the Mississippi Municipality and County Water Infrastructure Grant (MCWI) Program. The successful Bidder will be required to comply with all MCWI Program regulations and requirements.
No bidder may withdraw his bid within 90 days after the actual date of the opening thereof.
The Owner reserves the right to waive any informalities or to reject any or all bids.
